Description

Naval Air Systems Command (NAVAIR) Patuxent River, MD, issued a delivery order to Maritime Surveillance Associates (MSA), 39 Peterson Lane, Brunswick, ME 04011, under an existing Basic Ordering Agreement (BOA) N00019-20-G-0003, on an other than full and open basis. This is for the procurement of a technical data package for a software application under the Global Reconstruction and Measurement System (GRAMS), a real-time classifier to include displays and controls for inflight testing, and additional enhancements to the application and GRAMS Sensor Processing Service for Fiscal Year (FY) 2024 through 2025. This effort was synopsized under N00019-24-RFPREQ-APM264-0050 dated 02 January 2024.

The authority permitting other than full and open competition is provided in 10 U.S.C. 3204 (a)(1), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.
