Global Protective Services (GPS) DRAFT Solicitation   8

Background
The U.S. Army Contracting Command, Rock Island (ACC-RI) is issuing a DRAFT solicitation for Global Protective Services (GPS). The purpose of this solicitation is to identify any major errors or significant issues in the DRAFT document. The GPS requirement includes various security services to support the Department of Defense (DOD) and other agencies as required, particularly in OCONUS environments.

Work Details
The contractor will provide a range of security services including but not limited to: fixed security requirements, perimeter and tower security, roving patrols, mobile security requirements, Explosive Detection Dogs (EDD), Drug Detection Dogs (DDD), and Protective Service Teams. Compliance with all host nation laws and U.S. laws is mandatory. Pre-deployment requirements must be met before personnel deployment. The contractor must not discuss the RFP with any U.S. Government representatives except designated officials. The solicitation is unrestricted and full and open competition will be utilized. Proposals will be evaluated based on a Highest Technically Rated Offeror (HTRO) approach with a Minimum Technical Threshold Rating (MTTR). Task Orders (TOs) will be awarded under multiple firm-fixed-price indefinite-delivery indefinite-quantity contracts.

Period of Performance
The Period of Performance includes one five-year base period and one five-year evaluated ordering period, starting from the date of award.

Place of Performance
The contract will be performed outside the continental United States (OCONUS) in support of U.S. Combatant Commands.
