This solicitation provides notice of the Government's intent to issue an award for a US Small Business to build Malawi's capacity to effectively prepare, deploy, and sustain its peacekeepers. Accordingly, the approach to all tasks shall be designed to enhance the MDF's ability to plan for and execute pre-deployment training on their own for their peacekeeping units while being able to flexibly adapt to changes to Government requirements in a timely manner. PDT is also delivered in conjunction with the British Peace Support Team (BPST) who has a longstanding relationship with the MDF, and the government of Brazil who provides jungle operations trainers.

Period of Performance: One (1) 12-month period of performance with three(3) option years.

Competition Procedures: 100% Small Business Set Aside

Questions regarding the solicition are due on/before 10:00 AM EDT September 4, 2024. Proposals are due on/before 12:00 PM EDT September 27, 2024. All proposals from responsible vendors will be evaluated if received on time and deemed responsive. All prospective offerors must be registered in the System for Award Management (SAM) in order to be eligible for award.

Background
The U.S. Department of State is issuing this solicitation to enhance the capacity of the Malawi Defense Force (MDF) in preparing, deploying, and sustaining its peacekeeping units.
The goal is to enable the MDF to independently plan and execute pre-deployment training while remaining adaptable to changing government requirements.
This initiative is part of the Global Peace Operations Initiative (GPOI) and involves collaboration with the British Peace Support Team (BPST) and Brazilian trainers specializing in jungle operations.

Work Details
The contractor will be responsible for providing various training personnel and support services as outlined in the Statement of Work (SOW).
Key tasks include:
1. Deploying an In-Country Team Lead, Senior Specialty Trainer, Senior Technical Trainer, Specialty Trainer, and Technical Trainer to conduct training sessions.
2. Providing Defense Base Act (DBA) insurance for personnel.
3. Covering airfare and transit costs for trainers.
4. Mobilizing personnel which includes obtaining visas, medical clearances, vaccinations, uniforms, and personal protective equipment (PPE).
5. Supplying necessary training support equipment as specified in the SOW.
6. Managing Other Direct Costs (ODC) related to lodging, meals, incidentals, and local transportation for training activities.

Period of Performance
The contract has a base period of performance lasting 12 months with three additional option years available.

Place of Performance
The primary place of performance for this contract will be Salima, Malawi.
