Original Notice (05/28/2025):

The United States Securities and Exchange Commission (SEC), 100 F Street, NE, Washington, DC 20549, intends to procure a subscription to global market pricing data that covers a broad range of securities, including global equities, fixed income, and certain categories of futures and options. The data subscription shall also cover global exchange rates and security master file information with at least a ten-year history for all securities that were in the marketplace, with point-in-time identifiers as well as any changes to these identifiers.

NOTE: All offerors must have an active registration in the System for Award Management (www.sam.gov) in order to submit a quote for this procurement. The SEC has a preference for a Commercial-off-the-Shelf (COTS) subscription. The SEC is not seeking a subscription that requires development. Please refer to the attached Combined Synopsis Solicitation document for complete information and instructions for responding to this solicitation and accompanying solicitation attachments.

The North American Industry Classification System (NAICS) code for this acquisition is 519290 and the small business size standard is 1,000 employees. This solicitation is issued unrestricted.

Background
The United States Securities and Exchange Commission (SEC), located at 100 F Street, NE, Washington, DC 20549, is seeking to procure a subscription to global market pricing data. This initiative aims to enhance the SEC's capabilities in overseeing and regulating the securities markets by providing comprehensive data on a wide range of securities, including global equities, fixed income, and certain categories of futures and options. The goal is to obtain a Commercial-off-the-Shelf (COTS) subscription that does not require development and includes historical data with point-in-time identifiers.

Work Details
The SEC intends to procure a subscription that covers the following:
- Global market pricing data for various securities including:
- Global equities
- Fixed income
- Futures and options
- Coverage of global exchange rates.

- CLIN 00003: Option Year 2 from Sept. 1, 2027 – Aug. 31, 2028.
- CLIN 00004: Option Year 3 from Sept. 1, 2028 – Aug. 31, 2029.
- CLIN 00005: Option Year 4 from Sept. 1, 2029 – Aug. 31, 2030.

Period of Performance
Base Year from September 1, 2025 to August 31, 2026; with four option years extending through August 31, 2030.
