Basic award FA8539-21-D-0001 does not contain pricing. FA8539-21-D-0001 P00003 defintized the UCA and incorproated pricing for the first 3 years.

The contract action was not awarded competitively and/or was not fixed-price. CPFF considered to be the best contract type for the majority of the instant effort because uncertainties involved in contract performance do not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. The appropriate Government surveillance is in place to insure that effective methods for cost control and labor efficiency are applied. The Contractor's accounting system is considered adequate to properly accumulate incurred costs for this contract. The Government does not possess the data rights for the Global Hawk NSNs to support full & open competition.
