THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE. This is a follow-up to the initial notice posted on 08 Jun 2011. This is a notification that the formal solicitation maybe issued approximately on 24 Feb 2012. This notice fulfills the transmittal of synopsis per FAR 5.207.
GENERAL INFORMATION: The 772d Enterprise Sourcing Squadron/PKS (772 ESS/PKS), Lackland AFB, Texas in support of the Air Force Center for Engineering and the Environment (AFCEE) and the Air Force Civil Engineer Support Agency (AFCESA) is conducting an acquisition for the Global Engineering, Integration and Technical Assistance 2011 (GEITA11) program. Requirements under this solicitation will include management and professional services; studies, analyses and evaluation services; and engineering and technical services. The goal of the GEITA11 program is to have a successful Performance Based Service Acquisition (PBSA) and to provide maximum flexibility to meet Air Force customer needs while complying with regulatory and statutory guidance. Place of performance for the GEITA11 acquisition will be worldwide base installations. The GEITA11 contractor will advise and assist AF Government personnel; but, will not perform inherently governmental functions.

The solicitation will be a Low Priced Technically Acceptable (LPTA), 100% small business set-aside Source Selection conducted in accordance with Federal Acquisition Regulation (FAR) 15.3.

The NAICS Code is 541620 (Environmental Consulting Services) with the size standard of $7M. AFCEE and AFCESA are considering the inclusion of Firm Fixed Price (FFP) and Cost-Plus Fixed-Fee (CPFF) pricing arrangements in each contract. Additionally, AFCEE and AFCESA currently anticipate the GEITA11 acquisition provides for a basic contract effort of two (2) years and options for an additional three (3) years and one additional year for task order performance completion. Central Contract Registration (CCR) will be mandatory for these contracts (see CCR website at www.ccr.gov). The program ceiling for this procurement is estimated to be $950M.
