Background
The solicitation is for the Global Broadcast Service (GBS) Transportable Ground Receive Suite (TGRS) Production and Sustainment. The TGRS is a receive-only, tactical terminal used to receive high volume video, data, and file broadcasts. The RBM includes networking, processing, and viewing equipment configured in two transit cases, one for classified and one for unclassified content. The current baseline is what is being requested, and there will be no deviation from it. The TGRS components are commercial-off-the-shelf (COTS), and the Level III Technical Data Package (TDP) has been procured from the previous contractor. The TDP includes part lists, integration and assembly procedures, drawing and specification tree, bill of materials, engineering drawings, interconnect diagrams, rack drawings, cable drawings, test and support equipment and tools, emulation software, written ATP version (soft copy), and current Technical Order source file.

Work Details
The contractor's tasks include preparing and submitting a Test Plan for the First Article Acceptance Test, documenting the test parameters, categories, objectives, equipment and approach. They are also responsible for preparing and submitting Test Procedures for the First Article Acceptance Test within 30 calendar days of test completion.
Additionally, the contractor shall plan and conduct testing to verify the acceptability of all delivered production GBS TGRS assets. They must maintain and update the Production Acceptance Test (PAT) Plan in contractor format for the PAT.
Configuration Management tasks involve delivering, maintaining and implementing a Configuration Management Plan to control all configuration items for system components including support equipment and test equipment. The contractor shall also prepare and submit Requests for Waiver (RFW) or Deviation (RFD) as required.
Cybersecurity evaluation is necessary for proposed solutions and changes for the TGRS. The contractor shall provide products IAW the approved baseline documentation that satisfies the GBS user’s performance requirements established in the GBS TGRS Production SRD.
