Global Air Transportation Execution System (GATES)

Background
The United States Transportation Command (USTRANSCOM) is planning to establish a contract for the Global Air Transportation Execution System (GATES) in 2025. This initiative aims to support the Surface Deployment and Distribution Command (SDDC) by providing comprehensive contract management, functional training, Government Accepted Testing (GAT), and assistance with GATES Surface/Water-related inquiries.

The goal of the contract is to enhance operational efficiency and user support for GATES, which serves approximately 8,000 users across 24 global terminals.

Work Details
The contractor will provide extensive support for the GATES Surface/Water system, including:
- Contract management and helpdesk support to resolve customer issues globally.
- Functional training for GATES and Handheld Terminal (HHT) scanners, covering implementation, maintenance, and user assistance worldwide. Training formats will include computer-based training (CBT), virtual sessions, in-person training at Scott AFB, and Mobile Training Teams.
- Development of training materials such as agendas, timelines, PowerPoint slides for briefings, and updates on system upgrades and inventory details.
- Compliance with performance objectives outlined in the Performance Work Statement (PWS), including timely submission of software test plans and daily update reports at a threshold of 95%.
- Joint inventory inspections of Government-Furnished Equipment (GFE) within specified timeframes.
- Coordination of Other Direct Costs (ODCs) with the Contracting Officer's Representative (COR) prior to incurring expenses.

Place of Performance
The primary place of performance will be within a 10-mile radius of Scott Air Force Base (SAFB), with potential travel required to various locations as needed for training exercises.
