GLAC Remove Sludge at WLD WWTP

Background
The National Park Service (NPS) is issuing this solicitation for Glacier National Park (GLAC) to engage a contractor for the removal of sludge from the West Lake Wastewater Treatment Plant (WWTP). This project is critical for maintaining the operational efficiency of the largest wastewater facility in the park, which has been in service for over 20 years. The sludge removal is necessary to ensure proper functioning of the plant's infrastructure and to comply with environmental standards. This solicitation is a 100% small business set-aside.

Work Details
The contractor will be responsible for removing approximately 183 tons of settled sludge, which has accumulated to an estimated depth of 6.5 feet in a 1.3-million-gallon wastewater basin. The scope includes:
- Conducting a walkthrough with NPS wastewater operators at the start of work.
- Coordinating with NPS operations to minimize disruption.
- Removing all sludge and debris from both the Main Basin and Winter Basin, ensuring that removed liquid materials are returned appropriately.
- Legally hauling dried sludge and waste materials to a designated local waste management facility.
- Protecting existing wastewater treatment equipment and facilities during operations, correcting any accidental damage at no additional cost to NPS.
- Following lockout-tagout procedures for safety during operations.

Period of Performance
The anticipated period of performance for this contract is from August 3, 2026, to March 5, 2027.

Place of Performance
All work will be conducted at the West Lake Wastewater Treatment Plant located at 427 Barn Road, West Glacier, MT 59936.

Bidder Requirements
Bidders must demonstrate direct experience in providing similar dredging services within the last three years. They should provide a narrative detailing their plan for completing the work, including descriptions of equipment and processes involved. Additionally, bidders must submit two past performance examples that include contact information and awarded dollar amounts.
