Purchase Description: Mortgage Backed Securities Issuance and Bond Administration (MBSIBA) contractor services to support the Government National Mortgage Association's (Ginnie Mae) Mortgage Backed Securities (MBS) programs.
Services include: (a) Pool Processing Agent and Central Paying and Transfer Agent (PPA/CPTA) services, (b) Platinum Trustee and Multiclass Information Agent services, (c) Infrastructure hosting and Operations and Maintenance (O&M) of the related Ginnie Mae systems and applications, (d) Enhancements and Integrated Software Development and Next Gen Support, (e) Transition services, and (f) optional data center migration services.
1. This is a Combined Synopsis/Solicitation Notice for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This solicitation is issued as a Request for Proposal (RFP).
2. This announcement constitutes the only solicitation/notice; responses/proposals are being requested, further written solicitation will not be issued.
3. This solicitation IS NOT posted to the SAM.gov web-site as a Small Business Set-Aside.
4. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06.
5. A list of line item number(s) and items, quantities, and units of measure (including option(s), are posted within the attached solicitation document, identified as Solicitation #47QFDA20K0027 Government National Mortgage Association (Ginnie Mae) Mortgage Backed Securities (MBS) Issuance and Bond Administration (MBSIBA).

9. Offerors must provide a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer or may submit their Representations and Certifications from SAM.GOV.
10. FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items is applicable to this acquisition.
11. FAR Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable to this acquisition.
12. The General Services Administration is issuing this combined synopsis/solicitation, 47QFDA20K0027 , as a Request for Proposal using FAR Part 12, Acquisition of Commercial Items. The North American Industrial Classification System (NAICS) code for this procurement is 511110, with a small business standard of $600 million in assets. The Product Service Code is R711 Banking Services .
13. The Government intends to award a stand alone contract with an IDIQ component on a Firm Fixed-Price/Labor Hour basis. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation 52.252-2 - CLAUSES INCORPORATED BY REFERENCE (FEB 1998) and GSAM 552.212-4 - CONTRACT TERMS AND CONDITIONS - COMMERCIAL ITEMS (OCT 2018) INCORPORATED IN FULL TEXT.
14. Contractors are requested to submit their questions grouped by solicitation section and make reference to the particular Section/subsection number. Questions must be received by 2:00 PM EDT on SEPTEMBER 8, 2020. Questions received after the specified date/time will be answered at the discretion of the Contracting Officer. (d) extend access to the Virtual Reading Room to Thursday, October 1, 2020, 2:00 pm EST.

Background
The Ginnie Mae Mortgage Backed Securities Issuance & Bond Administration (MBSIBA) services are the primary services that support Ginnie Mae’s over $2 trillion MBS portfolio. These services support the day-to-day operations for the Pool Processing Agent and Central Paying & Transfer Agent (PPA/CPTA), the Platinum Trustee and the Multiclass Information Agent program requirements using Ginnie Mae’s proprietary Securitization Platform. These services are highly customized and automated and shall be executed through Ginnie Mae’s proprietary applications contained within Ginnie Mae’s Securitization Platform.
Work Details
The scope of the MBSIBA work includes granting and managing access to Ginnie Mae applications, processing mortgage pool and loan information documents, delivering issued pools to Federal Reserve for settlement, maintaining a Central Registry of outstanding Ginnie Mae Single-class and Multiclass Securities, acting as Ginnie Mae's collection and paying agent, acting as the trustee for Platinum MBS, providing a Data Center Facility that meets FedRAMP requirements, providing O&M, hosting of mainframe infrastructure, ensuring and maintaining compliance, providing enhancements, integrated software development & next-gen support, program participant training and attending conferences relating to MBSIBA activities, creating and maintaining records and archives related to MBSIBA activities, implementing and maintaining a Disaster Recovery (DR) Plan to ensure continuity, developing and maintaining a Continuity of Operations Plan (COOP) to ensure continuity, providing support for audits such as Statement on Standards for Attestation Engagements (SSAE) 18 Type II, Service Organization Controls Report (SOC) I and SOC II, Right to Audit, Federal Information System Controls Audit Manual (FISCAM), Office of Management and Budget (OMB) Circular A-123 - Management's Responsibility for Internal Control (OMB A-123), Office of Inspector General (OIG) audits and other types of reviews and audit support, providing Data Center Migration services if required.
