Background
The F. E. Warren Geothermal Generation Project is a comprehensive initiative aimed at exploring and characterizing the presence and productivity of geothermal resources at F. E. Warren AFB, located east of Cheyenne, Wyoming. The project is focused on drilling a geothermal well to measure the thickness and test the properties of the Hartville Formation, along with underlying formations such as the Guernsey, Flathead, and Pre-Cambrian Formations.

The goal is to gather data that will determine if conditions exist to support a geothermal power plant. The estimated construction cost for this project ranges from $10,000,000 to $25,000,000.

Work Details
The contract includes various construction tasks related to drilling a geothermal well up to a maximum depth of 14,000 feet. Key tasks include:
1. Well Pad Preparation: Conduct civil works to prepare the well pad and work area including access roads.
2. Mobilization of Drilling Equipment: Contract a suitable drilling rig capable of drilling an 8-1/2 inch hole to 14,000 foot vertical depth.
3. Rig Up Drilling Equipment: Install 24-inch conductor pipe.
4. Contract Drilling (0 to 2,500 feet): Drill well up to a depth of 2,500 feet including all necessary labor and materials.
5. Contract Drilling (2,500 to 5,000 feet): Drill well between 2,500 and 5,000 feet including all necessary labor and materials.
6. Contract Drilling (5,000 - 11,000 feet): Drill well between 5,000 and 11,000 feet including all necessary labor and materials.
7. Contract Drilling (11,000 - 14,000 feet): Drill well between 11,000 and 14,000 feet including all necessary labor and materials.
8. Rig Test and Wellhead: Conduct rig test of well and install permanent wellhead.
9. Demobilization and Clean Up: Remove drilling rig and crew from the site along with all drilling/testing equipment.
10. Well Completion and Resource Evaluation Report: Analyze test data and prepare a resource evaluation report.
11. Option for Well Plugging and Abandonment: An option that may be exercised within 365 days of Notice to Proceed.

Period of Performance
The contract will be performed over a period of approximately one year from the date of Notice to Proceed.

Place of Performance
F.E. Warren Air Force Base, east of Cheyenne, Wyoming.
