Description

This is a solicitation to Jean Lutz North America, LLC to provide a Dialog MX2 geotechnical Monitoring While Drilling (MWD) system, including installation and training of Reclamation staff. The Government believes that only one responsible source can provide this requirement. A brand name justification is included with the solicitation in accordance with FAR 6.305(c). The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), only one source and no other supplies or services will satisfy agency requirements.
Background
The Bureau of Reclamation (Reclamation) is a water management agency with 600 dams in 17 western states. Reclamation is the largest wholesaler of water in the country and the second largest producer of hydroelectric power in the western US. The geotechnical drill crews in four of the six regions drill nearly full-time year-round at projects across the western United States for several applications, including instrumentation installation, subsurface characterization, investigations of structural deterioration, performance monitoring, and water wells. Enhancing drilling investigation techniques is fundamental for improving the reliability of Reclamation’s vast and aging infrastructure.

Work Details
The scope of this work is to acquire a commercially available system capable of providing real-time Monitoring While Drilling (MWD) and preliminary data analysis that is compatible for shared data analysis with the Federal Highway Administration (FHWA) and state Departments of Transportation (DOTs). The equipment must be installed and maintained by the manufacturer. The system will be used for multiple types of geotechnical drilling (auger, rotary, percussion, wire-line core, etc.). The acquired MWD system will be installed on a CPN Region drill rig, collect data for a drilling season, perform data analysis (including artificial neural networks, or ANN), and be used to prepare a report documenting system findings to prove the importance of such a system for exploration drilling in North America.

Delivery: 30 Days After Award for Geotechnical Monitoring While Drilling (MWD) System; Installation and Training Delivery: No Later Than 01/31/2023

Place of Performance
The equipment must be delivered and installed at Reclamation’s Snake River Area Office at 1150 N Curtis Rd, Boise, ID 83706. Training on using the equipment must be provided to Reclamation’s staff following installation.
