Description

This is a combined synopsis/solicitation for items prepared in accordance with FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation is issued as Request for Quotes (RFQ) 246-25-Q-0024.

This procurement is 100% Small Business set-aside under NAICS code 541360 with a size standard in millions of dollars $28.5.

The Contractor shall provide geotechnical services for a new water storage tank/standpipe main as shown on the drawing and the statement of work.

The period of performance for this requirement is 60 calendar days from Notice to Proceed.

There is no official site visit. Questions are due no later than March 14, 2025 5:00 p.m. CST. The closing date for receipt of quotes is March 31, 2025, COB CST. The offer shall be received by email to jeffrey.earnest@ihs.gov or in a sealed envelope, addressed to this office, showing the solicitation number, your name and address, no later than 5:00 p.m. CST, on march 31, 2025.

FAR 52.213-4 Terms and Conditions-Simplified Acquisitions (Other Than Commercial Items)(MAY 2024).

THE INDIAN HEALTH SERVICE SHALL NOT CONSIDER YOUR QUOTE FOR AWARD IF YOU FAIL TO PROVIDE A PROPOSAL CONTAINING:

A) Firm, Fixed price quote on the SF18 form and a completed attached bid sheet.

B) Technically specifications of the statement of work, acceptable materials list to be used.

C) (2) Relevant past performance of this type of work, shall provide organization's name, point of contact, summary of project and award amount.

D)Submit Indian Health Service Buy Indian Act Indian Economic Enterprise Representation Form (attached).

Award amount is estimated to be less than $25,000.00.

Offers shall be evaluated on an acceptable/non-acceptable basis. Unacceptability of "A" and "B" (stated above) shall render the entire quote unacceptable.

Evaluation shall proceed as follows:

1. Quotes shall be ranked by price, from low to high
2. Quotes shall then be evaluated for technical acceptability beginning with the lowest priced quote
3. This process shall proceed until a technical acceptable quote is identified

THE INDIAN HEALTH SERVICE SHALL NOT CONSIDER YOUR QUOTE FOR AWARD IF YOU FAIL TO MEET THE REQUIREMENTS IN THE STATEMENT OF WORK

CONTRACT AWARD SHALL BE MADE TO THE RESPONSIBLE, RESPONSIVE OFFEROR OFFERING THE LOWEST REASONABLE PRICE AND MEETING ALL TECHNICAL SPECIFICATIONS.

The technical evaluation shall be a determination based on information furnished by the vendor in the submitted proposals. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions.

Background
The Indian Health Service (IHS) is issuing this solicitation for geotechnical engineering services to support the design and construction of a new water storage tank for the Ottawa County Rural Water District #5 in Wyandotte, Oklahoma.

The project aims to enhance water storage capacity and ensure compliance with relevant construction standards.

Work Details
The Contractor shall provide geotechnical services including:
1) Determination of subsurface conditions at the project site.
2) Evaluation of subsurface conditions concerning proposed construction.
3) Recommendations for foundation design.
4) Compliance with Oklahoma Department of Environmental Quality Title 252 Chapter 626 for public water supply construction standards.
5) Adherence to AWWA D100-11 for welded carbon steel tanks for water storage.
6) Compliance with ASTM D1586 and D1587 for drilling and sampling.

The project involves constructing a new approximately 120,000-gallon, 100-foot tall, and 26-foot diameter elevated water storage tank adjacent to an existing tank.
