Description

The Federal Energy Regulatory Commission (FERC), Office of Energy Projects (OEP) is seeking information to identify potential sources to provide Geotechnical and Structural Document Review for LNG Facilities. Subsequently, the purpose of this Request for Information (RFI) is to identify potential parties who possess the capabilities and interest in providing expert technical review verifies compliance with the applicable federal and or state regulations, guidelines, codes, standards, specifications, and generally accepted good engineering practices in the United States. Interested parties must submit sufficient documentation in accordance with the instructions in this RFI and current industry, best practices and standards, demonstrating their ability/experience to meet or exceed the Government's requirements listed in this notice. (see attached RFI instructions, and SOW dated 7-17-2026).

**All interested companies are encouraged to submit responses to this RFI. FERC currently has an established Blanket Purchase Agreement and is seeking to expand the pool of BPA holders.

Background
The Federal Energy Regulatory Commission (FERC), Office of Energy Projects (OEP) is responsible for regulating the interstate transmission, storage, and sale of natural gas. The OEP aims to facilitate national benefits through the review of natural gas and hydropower infrastructure proposals while minimizing public risks associated with FERC jurisdictional energy infrastructure.

The Division of LNG Facility Reviews and Inspections (DLNG) manages engineering design reviews for liquefied natural gas (LNG) facilities under the Natural Gas Act, ensuring compliance with federal and state regulations, guidelines, codes, standards, and accepted engineering practices. To support these efforts, FERC seeks to identify potential sources for expert technical reviews to supplement existing technical staff.

Work Details
The contractor will provide Geotechnical and Structural Document Review for LNG Facilities. This includes conducting expert technical reviews that verify compliance with applicable federal and state regulations, guidelines, codes, standards, specifications, and generally accepted good engineering practices in the United States.

Interested parties must demonstrate their ability and experience to meet or exceed the Government's requirements as outlined in the attached Statement of Work (SOW). Companies must submit capability statements that include an executive summary and describe their management and technical capabilities based on the SOW requirements.
