Geospatial-Intelligence (GEOINT) Reporting Integration Management (GRIM)

Background
The National Geospatial-Intelligence Agency (NGA) Analysis Integrated Program Office’s Orchestration Services (OrcSrvcs) provides technical GEOINT production and workflow capabilities to NGA, the National System for Geospatial-Intelligence (NSG), and the Allied System for Geospatial-Intelligence (ASG).

As both a DoD Combat Support Agency and a member of the U.S. Intelligence Community, NGA’s mission is to deliver timely, relevant, and accurate GEOINT in support of national security objectives. The Geospatial-Intelligence (GEOINT) Reporting Integration Management (GRIM) requirement establishes an acquisition framework to streamline procurement for developing, integrating, and deploying increments of Business Analytics (BA), GEOINT Reporting (GR), and Workflow Orchestration (WO) capabilities in support of NGA’s analytic environment modernization initiative.

Work Details
The contractor shall develop, integrate, deploy, operate, and maintain increments of new Business Analytics, GEOINT Reporting, and Workflow Orchestration capabilities, including:

• Development: Follow NSG processes to design and build new BA, GR, and WO mission applications.
• Integration: Collaborate with the CAOS/C Release Manager under the OrcSrvcs Integration Governance Guide to integrate services via the CAOS/C Release Train.
• Deployment: Install and configure software into government test and operational environments; support Government IV&V testing through the NGA Test Organization, including troubleshooting, defect remediation, patches, and baseline updates.
• Assessment & Authorization: Support RMF A&A activities, perform security scans, and deliver artifacts for authorization to test (ATT) and authorization to operate (ATO) per NGAM 8010.1 and ICD 503.
• Operations & Maintenance: Provide corrective, preventive, and adaptive maintenance, software upgrades/enhancements, testing, verification, and delivery until O&M responsibility transitions to CAOS/C.
• Training & Transition: Deliver training for user familiarization and proficiency; develop and execute an O&M transition-out plan to transfer responsibilities to CAOS/C.
• Management & Oversight: Coordinate order-level development services; oversee cost control, schedule, and deliverables; participate in agile release planning, backlog grooming, and liaison with the COR.
• Compliance & Support Services: Manage Government Furnished/Contractor Acquired property; adhere to data rights determinations; coordinate required travel; comply with export control regulations.

Period of Performance
60 months from award.

Place of Performance
Primary work to be performed at contractor facilities within the United States, with occasional travel to CONUS and OCONUS NGA, NSG, and ASG locations.

Bidder Requirements
Offerors must meet U.S. Intelligence Community security requirements (ICD 503, NGAM 8010.1) and hold personnel clearances to handle Sensitive Compartmented Information (SCI, TS/SCI) on COE, JWICS, SIPRNet, and FVEY domains. Export compliance under EAR, ITAR, and OFAC is mandatory.

Key personnel must include:

• Lead Systems Integrator: Bachelor’s degree plus 10 years or Master’s degree plus 5 years in government program and IT management (or related field); proven success in agile software development, integration, and delivery of BA, GR, and WO capabilities; demonstrated cost, schedule, and performance management.
• GEOINT Reporting/Workflow Orchestration SME: Eight years of experience or Master’s degree plus 5 years in GR/WO tradecraft or related field; experience in agile design, development, evaluation, and deployment of GEOINT solutions.
