Background
The George Washington Memorial Parkway Mount Vernon Trail Reconstruction project is a Design-Build contract with an estimated cost between $35,000,000 to $45,000,000. The work will involve coordination with various agencies and organizations such as EFLHD, GWMP, VDEQ, USACE, USCG, VMRC, VDOT, DDOT, Arlington County, the City of Alexandria, DOEE, and NPS-NCR.

Work Details
The detailed scope of work includes the design and construction of approximately 6.5 miles of mainline trail, trail spurs/junctions, asphalt concrete pavement, drainage inlets and culverts, stormwater management features, erosion and sediment control measures, realigned portion of the MVT, pedestrian and bicyclist roundabouts, safety improvements at intersections, trail and wayfinding signage and pavement markings, timber trail bridges with timber and steel structural elements, concrete bridge maintenance and minor repairs, retaining walls, recreational plaza at Gravelly Point. Additionally, it involves the development and implementation of a Transportation Management Plan (TMP), temporary traffic control plans for all users, supplemental survey and mapping, geotechnical subsurface investigation, Quality Management Plan implementation. The design work includes bridge design according to AASHTO LRFD Bridge Design Specifications and AASHTO LRFD Guide Specifications for the Design of Pedestrian Bridges including interim revisions. It also covers drainage inspection and assessment of existing structures; hydraulic and hydrologic analysis; design of culverts; preparation of hydraulic design recommendations; environmental measures such as erosion and sediment control measures; permanent landscaping; stormwater management best management practice (BMP) features; supplemental subsurface investigation; highway roadway/trail design for approximately 6.5 miles of mainline trail; trail spurs/junctions design; signage and pavement markings design; roadside barriers design; pavement analysis and design; permit applications for construction. The solicitation also outlines the evaluation criteria for selecting the offeror during Phase I.
