Generators 400kW and Below

The Federal Emergency Management Agency (FEMA) has a requirement for Generators-400kW and Below. FEMA intends to establish multiple award indefinite-delivery, indefinite-quantity (IDIQ) contract vehicles with delivery orders issued on a firm fixed-price basis for up to 5 years. The specifications are located in the Statement of Work (SOW) which is attached.

When the Request for Proposal is released, the method of procurement will be Small Business Set-Aside. The NAICS code is 335312. Telephone or emailed requests for this solicitation will not be accepted. The issuing date for this solicitation is anticipated to be on or about June 1, 2025 and the response date is anticipated to be on or about June 30, 2025. Issuing and closing dates are subject to change.

Prospective offerors must be registered in the System for Award Management (SAM) database prior to award of a contract. Information regarding this registration can be found at https://www.sam.gov. Prospective offerors shall be required to complete Representations and Certifications online at https://www.sam.gov in response to this requirement. The Government will consider all information from responsible sources that is submitted to the point of contact by 12:00 PM EST on June 30, 2025.

Written requests will not be accepted. All responsible sources may submit a proposal which shall be considered by the FEMA Incident Support Branch. The solicitation and any subsequent amendments will be posted to https://www.sam.gov. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring that site for any amendments. The Government is not responsible for any inability of the offeror to access the posted documents. No telephone or faxed requests will be accepted, and no hard-copy solicitation/amendment will be mailed.

Background
The Federal Emergency Management Agency (FEMA), part of the Department of Homeland Security (DHS), is seeking to establish multiple award indefinite-delivery, indefinite-quantity (IDIQ) contracts for generators rated at 400kW and below. This initiative aims to update FEMA's generator fleet to support emergency response operations and ensure compliance with Tier 4 Final EPA standards. The agency maintains a fleet of generators at Distribution Centers located in both the Continental United States (CONUS) and Other than Continental United States (OCONUS) locations.

Work Details
The contractor will provide generators and generator sets, including necessary fuel tanks and fuel lines, to support disaster relief operations. The specifications include:
- Generators classified as 400kW, including external tanks as specified in Attachment 3 – Generator Specifications.
- Units must be a power module in a container with readily available parts.
- Weatherproofing to withstand various climates, including drainage capabilities to avoid rust.
- Rustproof coating or system applied.
- Skid mounted with specific dimensions for fork pockets and design requirements.
- Rated for prime power and must be 3-phase switchable across multiple voltage configurations (120/208v, 139/240v, 277/480v).
- Must include detailed documentation for switching output voltages and phase configurations.
- Excitation systems must be either brushless with integrated or automatic voltage regulation.
- Load terminals should be bus bar with lugs and Cam-lok connectors.
- An integrally mounted automated load bank system is required for units ranging from 36kW to 400kW, capable of monitoring exhaust temperature and managing loads automatically.
- Emissions must comply with Tier 4 Final standards and require Ultra Low Sulfur Diesel Fluid (ULSDF).

Place of Performance
Delivery locations will include both CONUS and OCONUS sites as specified in individual delivery orders.
