Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with FAR Part 13.5 for Certain Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.

This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-03 (effective 2/23/2024). This competitive solicitation is being issued as a Total SDVOSB Set-Aside.

The associated North American Industrial Classification System (NAICS) code for this procurement is 811210, with a small business size standard of $34 Million.

Contractor is required to be actively registered in the System for Award Management (SAM) and Small Business Administration (SBA). SDVOSB contractors are also required to be active in and shall be verified in the SBA and registered in VetCert. Quotes may be considered non-compliant and rejected if the Contracting Officer is unable to verify active registration status.

The Network Contracting Office 16 is seeking a contractor to provide Generator Testing and PMs services per the Statement of Work

Background
The Network Contracting Office 16 is seeking a contractor to provide Generator Testing and PMs services per the Statement of Work. This solicitation is a Request for Quotation (RFQ) issued as a Total SDVOSB Set-Aside. Contractors are required to be actively registered in the System for Award Management (SAM) and Small Business Administration (SBA), and SDVOSB contractors are also required to be active in and verified in the SBA and registered in VetCert.

Work Details
The scope of work includes providing annual generator load bank testing and annual and semiannual preventive maintenance for four generators at VA clinics in the Florida Panhandle/Gulf Coast Veterans Health Care System. The preventive maintenance tasks include general inspection, starting and charging system inspection, lubrication systems inspection, cooling system inspection, fuel and governing system inspection, intake and exhaust system inspection, control and monitoring inspection, automatic transfer switches inspection, systems operations checks, and replacing anti-freeze per manufacturers’ recommendation or every 5 years.
Additionally, air, fuel, and oil filters need to be replaced annually, diesel fuel tested annually with a report provided, battery charging system checked for proper operation, and emergency power generators provided for Florida clinics in the event of an FPL Outage.

Period of Performance
Starting year will be FY25 or October 1st, 2024. The contract will continue with four option years from FY2025 to FY2029 (September 30th, 2029).

Place of Performance
The contract work will be performed at VA clinics in the Florida Panhandle/Gulf Coast Veterans Health Care System.
