Generator Maintenance

Background
The Marine Corps Air Station (MCAS) Air Traffic Control Maintenance Division (ATCMD) at Marine Corps Base Hawaii (MCBH) in Kaneohe, HI requires a contractor to provide continuous maintenance, routine preventative care, and 24/7 emergency repair services for its mission-critical generator systems and grounding/lightning protection hardware.

The objective of this procurement is to ensure zero or minimal interruption to air traffic control operations by keeping the equipment in an unimpaired, highly reliable operating state. The procurement covers a Kohler Power Systems John Deere industrial generator, a Kohler BYPASS isolation transfer switch, and a Broadcrown John Deere emission control diesel engine.

Work Details
The contractor shall provide all technical expertise and skills to perform routine preventative maintenance, routine and emergency maintenance repair services in accordance with the Original Equipment Manufacturer (OEM) recommendations. Key tasks include:
1. Monthly operational testing of generators including inspection for leaks, excessive vibration, abnormal noise, and overall condition.
2. Checking engine oil, coolant levels, fuel system condition, belts, hoses, and battery charger operation.
3. Performing annual load bank testing and major service activities at required operating-hour intervals.
4. Emergency services with a strict four-hour on-site response window available 24/7.
5. Maintenance of the following equipment: Kohler Power Systems John Deere generator; Kohler BYPASS isolation transfer switch; Broadcrown John Deere emission control engine.

Period of Performance
Base Year: 1 Sep 2026 - 31 Aug 2027; Option Year 1: 1 Sep 2027 - 31 Aug 2028; Option Year 2: 1 Sep 2028 - 31 Aug 2029; Option Year 3: 1 Sep 2029 - 31 Aug 2030; Option Year 4: 1 Sep 2030 - 31 Aug 2031.

Bidder Requirements
Offerors must be U.S. citizens or Permanent Resident Aliens with verified status. A Small Business Set Aside - Total (SBA) applies to this solicitation. Contractors must demonstrate technical capability to perform the required services as per the Performance Work Statement (PWS). All personnel must have full security clearances as outlined by Government regulations.
