GENERATOR MAINTENANCE AND TESTING SERVICES for STA Fort Macon, Atlantic Beach, NC

Background
The United States Coast Guard (USCG) is seeking to acquire services for generator maintenance and testing at STA Fort Macon, Atlantic Beach, NC. The mission of the USCG includes ensuring the safety and security of the nation's waterways. This contract aims to maintain operational readiness through effective management of generator equipment. The goal is to provide comprehensive testing, preventive maintenance, and annual fuel polishing services for the generators used in their operations.

Work Details
The contractor will provide all personnel, management, materials, supplies, equipment, tools, and any other items or services needed to accomplish the following tasks:

1. Generator Testing and Preventative Maintenance (PM) Quality Control Process including:
- Checklists for inspecting contract performance during scheduled/unscheduled inspections/testing.
- Inspection procedures covering all service requirements.
- A system for identifying and resolving problems.
- A file of all inspections conducted by the contractor with corrective actions taken.

2. An annual schedule for all periodic maintenance by dates and areas for each piece of equipment.

3. Fuel Polishing Service: Perform fuel polishing for the fuel in the generator’s belly tank (510 gallons) once per year to remediate fuel back to ASTM standards including removal of waste and water bottoms, treatment with biocide if needed, cleaning tanks via dialysis method, and polishing fuel (filtering). The contractor will also conduct an ASTM Diesel Fuel Test covering various parameters such as Flash Point (ASTM D93), Water and Sediment (ASTM D5453), Microbial Growth Culture Medium (ASTM), API Gravity (ASTM 1298), Appearance (ASTM D4176), Copper Strip Corrosion (ASTM D130), and Usability Index (DFS1).

Period of Performance
One base year from September 30, 2025 to September 29, 2026 with four one-year option periods extending through September 29, 2030.
