Additional Requirements:

  • Occupancy must be located on the second floor or higher within a multi-tenant office building; alternatively, if the agency is the sole tenant of the building, a minimum 20-foot setback is required.
  • The agency may consider first floor space in a multi-tenant building if the other tenants are not retail, TV stations, Radio Stations, or Print Media offices. Also, neighboring tenants shall not cater to heavy public use or heavy foot/vehicle traffic.
  • The agency may not be collocated with local, state or federal law enforcement agencies. Exceptions include Department of Justice entities subject to adjustments in security standards.
  • The agency may not be located within 1000 feet, line of sight or vicinity, of schools, parks, day care centers, shopping centers, hotels or areas where drug activities are prevalent.
  • The agency may not be located where easy surveillance of its facilities or operations is possible.
  • The agency may not be located in an area that has high density housing.
  • The occupancy will need to comply with Facility Security Standard Level 2 and other security requirements determined by the agency.
  • The agency's specialists will make the determination whether or not to install concrete planters or bollards to prevent vehicles driving through and crashing into the building.
  • In a multi-tenant building, the agency may require a secured method to get detainees into the building. This could be accomplished by way of Sallyports or the use of the loading dock with the ability to secure the freight elevator for the use of prisoner transport.
  • The building's Minimum Point of Entry (MPOE) or Demarcation Point (DMARC) shall not be located within the agency's secured space. If the MPOE/DMARC is located within the offered agency's space, the agency considers this the responsibility of the building owner to relocate this infrastructure to a different point in the building.

Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100-year flood plain.

Background
The General Services Administration (GSA) is seeking to lease office space in Camarillo, Ventura, and Oxnard, CA. The lease term is for 15 years with a firm term of 10 years. The agency has provided specific requirements for the offered space, including occupancy location within a multi-tenant office building or as the sole tenant with a minimum 20-foot setback. The contractor is responsible for closely coordinating all work with other trades and ensuring compliance with regulatory requirements such as local government codes, National Electric Code, Uniform Building Code, and National Fire Code. Submittals of material lists, technical information sheets, and variances are required prior to the deadline for submittals. The contractor must also provide shop drawings for approval prior to commencement of site work or fabrication work.
