General Construction Multiple Award Task Order Contract (GC-MATOC)- Beale AFB   3

Project Title: General Construction Multiple Award Task Order Contract (GC-MATOC) General Construction Multiple Award Task Order Contract (GC-MATOC).

This GC-MATOC is a competitive indefinite-delivery indefinite quantity (IDIQ) construction acquisition based on a general statement of work (SOW) further defined with individual task orders. The GC-MATOC SOW encompasses the full range of methods, technologies, and supporting activities necessary to conduct project construction at Beale AFB, CA and other locations for which Beale AFB is responsible to maintain in accordance with technical and regulatory requirements.

This acquisition will be competed as a total small business set-aside. Eligible small businesses must have offices located within the San Francisco, Fresno, or Sacramento SBA regional office territories. Use of military installation addresses will result in ineligibility. The contract value is estimated to be $500M over a 10-year period which includes a five (5) years for Ordering Period-1, three (3) years for Ordering Period-2, and two (2) years for Ordering Period-3. Please note that due to the Moratorium for 8(a)s, there is no restriction on having bona fide offices in the above referenced districts.

Amendment 0001: The purpose of this Amendment is to extend the Proposal Due Date from 29 May 2024 to 04 June 2024.

Amendment 0002: The purpose of this Amendment is as follows:
1. Incorporated RFI deadline into Section L.
2. Removed 'Uncompensated Overtime Plan' from Section L.
3. Included proposal submission process in Section L.
4. Updated 'Past Technical Experience as a Prime Contractor' in Section M.
5. Removed the payroll requirement from Section M.
6. Included SF1413 requirement in Section M guidelines.
7. Included additional clarifications in Sections L and M.

Amendment 0003: The purpose of this Amendment is to extend the proposal due date from 04 June 2024 to 18 June 2024 at 10:00 a.m. local time.

Amendment 0004: The purpose of this Amendment is as follows:

1. Remove the need for small businesses to have a registered office within the Sacramento, San Francisco, and Fresno SBA regions.
2. Addition of Emergency Response Time (Section H)
3. Confirm that use of narratives can be added to an Offeror's proposal (Section L)
4. Provide further clarity regarding scoring and acceptable work samples (Section M)
