Background
The Department of the Navy, Naval Surface Warfare Center, Philadelphia Division (NSWCPD) has a requirement to provide ongoing engineering design and analysis, testing, installation, maintenance and repair, and training support services for the Navy Energy Recirculation System (ERS) system employing General Electric Power Conversion Naval Systems as directed by NSWCPD. The Contractor shall provide these services in support of any Navy ERS system employing General Electric Power Conversion Naval Systems as directed by NSWCPD, utilizing other than full and open competition from General Electric Power Conversion Naval Systems Inc. NSWCPD intends to issue a solicitation to the specified vendor to meet mission requirements. Prior to issuing a sole source solicitation, NSWCPD is requesting information in order to make an informed determination regarding procurement strategy.

Work Details
This effort is for the required engineering technical support services necessary to operate, maintain, repair & upgrade the Energy Recirculation System at the Building 633 Complex, to meet critical NSWCPD testing for the COLUMBIA Class program. This technical service support includes program management, engineering design and analysis, configuration management, incidental material procurement and incidental manufacturing, installation, maintenance, repair, training and operational technical assistance support for the Energy Recirculation System (ERS).
The major systems/components of the ERS located at NSWCPD Building 633 that shall be covered under this Contract include: Power Recirculation Drive System (PRDS), Prime Mover Machine System (PMMS), Load Machine System (LMS), and Shaft Systems (SS). The Contractor shall also provide remote technical assistance, on-site technical support at NSWCPD Building 633 complex, off-site technical support, condition/inspection reporting and request for information (RFI), technical support trouble log creation and maintenance, configuration management assistance including software configuration management.
Additionally, the Contractor shall provide training at the NSWCPD Building 633 facility or an offsite facility approved by the government.
