GDMS 2.0 ITV System   3

The purpose of this notice is to synopsize the sole source procurement of Global Distribution Management System 2.0 (GDMS 2.0) as a supplement to the current In-Transit (ITV) solutions within the U.S. Central Command (CENTCOM) area of responsibility (AOR), in Accordance With (IAW) Federal Acquisition Regulation (FAR) 5.207 Preparation and Transmittal of Synopses.

U.S. Army Contracting Command Rock Island intends to issue a written letter Request for Proposal (RFP) to Tapestry Solutions on or by 30 May 2024, on behalf of the 1st Sustainment Command (1TSC), for a sole source 3-year extension to existing GDMS 2.0 contract W519TC-23-C-0048. This is pursuant to FAR 6.302-1(a)(2)(iii)(A) For DOD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. It is estimated that modification P00003 to contract W519TC-23-C-0048 will be issued on 31 May 2024 with a period of performance (POP) of 01 June 2024 through 31 May 2027.

The 1TSC requirement is for a GPS based software that operates within the TC-AIMS II TOPS program, associating logistic support and incidental hardware to support 1TSC's mission to track the movement of military equipment and supplies moving on commercial carrier trucks throughout the CENTCOM AOR which primarily consists of Kuwait, the Trans-Arabian Network, Jordan, and Iraq. This primary software will feature graphical displays of mission data, including vehicle locations on topographical maps with the capability of providing very accurate location data. Additionally, the software's secondary need is to manage transportation movement requests (TMRs), capture actual delivery times, correlate actuals to scheduled requirements, validate demurrage charges, finalize shipments, support invoicing, and archive all Heavy Lift 9 (HL9) data to assist with litigation support against future carrier claims. The NAICS code for this requirement is 517410 Satellite Telecommunications and the PSC code is DD01 IT and Telecom Service Delivery Support Services: ITSM, Operations Center, Project/PM (Labor).

A sources sought was issued related to these requirements on 11 April 2024 on SAM.GOV.

This synopsis neither constitutes a Request for Proposal (RFP) or Invitation for Bid, nor does it restrict the Government of an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose.
