The Washington Headquarters Services Acquisition Directorate (WHS/AD) Contracting Office at George C. Marshall Center (GCMC), Garmisch, Germany, intends to solicit and establish a multiple-award Blanket Purchase Agreement (BPA) for Transportation Services. This will be a Firm-Fixed Price (FFP) BPA. The solicitation no. HQ084724R0013 will be issued as full and open to transportation service companies located within 30 km of the George C. Description of Service: The objective of this contract is to obtain non-personal services for transportation in the George C. Marshall Center's commuting area. The Contractor shall provide all personnel, equipment and transportation and other non-personal services necessary as outlined in the performance work statement.

Period of Performance: (1) Twelve Month Base Year plus (4) Twelve Month Option Years and (1) Six-month Extension

Background
The Washington Headquarters Services Acquisition Directorate (WHS/AD) Contracting Office at the George C. Marshall Center (GCMC) in Garmisch, Germany, is seeking to establish a multiple-award Blanket Purchase Agreement (BPA) for Transportation Services.

The mission of the GCMC Transportation Division is to ensure safe and reliable transportation for authorized users. The GCMC does not have its own fleet of vehicles, necessitating the use of contractors to meet transportation demands.

Work Details
The contractor will provide non-personal services for transportation in the GCMC commuting area, including:
- All personnel, supervision, services, vehicles, and equipment necessary for safe transport of authorized individuals to and from designated pick-up and drop-off sites.
- Arranged transportation trips that may vary in passenger numbers and destinations at any time throughout the year.
- Transportation services to and from Munich/Innsbruck airport and other locations as required for distinguished guests participating in GCMC programs.
- Development and maintenance of a Quality Control Plan (QCP) to ensure high-quality service delivery.
- Compliance with German laws regarding vehicle operation and maintenance.
- Regular inspections and maintenance of all vehicles used in service, ensuring they are operationally ready and meet safety standards.

Period of Performance
The contract will have a base period of 12 months, with four optional 12-month extensions, plus a potential six-month extension. The total period of performance shall not exceed 66 months.

Place of Performance
The work will be performed at the George C. Marshall Center in Garmisch-Partenkirchen, Germany, including various locations within the commuting area.
