Gas and Electric Services

Background
The U.S. Army Contracting Command — Rock Island (ACC-RI) is issuing this justification for the procurement of Electric and Natural Gas Utility Services for the Military Ocean Terminal Concord (MOTCO), located in Concord, California.

The mission of this contract is to ensure that MOTCO operates at full capacity by providing essential utility services governed by Army regulations and relevant federal and state guidelines.

Work Details
The contract will encompass the provision of electrical power and natural gas services to MOTCO, which is critical for its operations.

The services will be governed in accordance with Army regulations, including Department of Army Pamphlet 385-26 (The Army Electrical Safety Program), as well as regulations from the California Public Utilities Commission and the Federal Energy Regulatory Commission.

The 596th Transportation Brigade (TB) of the Army’s Surface Deployment and Distribution Command (SDDC) will oversee much of the supply and distribution responsibilities related to these utilities.

Period of Performance
The period of performance for both contracts will begin upon approval of this document, spanning from April 2025 with a base year followed by four evaluated option years: Option Year 1 from April 1, 2026, to March 31, 2027; Option Year 2 from April 1, 2027, to March 31, 2028; Option Year 3 from April 1, 2028, to March 31, 2029; and Option Year 4 from April 1, 2029, to March 31, 2030.
