Gartner is the developer of Research & Advisory subscription licenses and is the only manufacturer who can provide the necessary licenses that meet the standardized design and architecture the present infrastructure at CDC already has in place. Therefore, a change to another vendor would require a major redesign and incur additional costs for the Government and would result in significant disruptions to the services presently provided at the CDC.

Gartner brand-name subscription licenses are the only commercially available product that can properly maintain all of the essential functionalities at CDC. Specifically, there are no other compatible Research & Advisory subscription licenses that can properly and adequately support the Government except for a certified, brand-name Gartner provider. Market research indicates that there is only one authorized manufacturer of the required Gartner brand name subscription licenses on the GSA MAS contract vehicle.
