THIS SOLICITATION AND RESULTING CONTRACT IS UTLIZING A TWO-STEP SEALED BIDDING PROCUREMENT METHOD AS DESCRIBED IN FAR PART 14.5. IN ADDITION, THIS SOLICITATION PORTION IS THE STEP-ONE, WHICH IS A REQUEST FOR TECHNICAL PROPOSALS ONLY.

BID BONDS ARE NOT REQUIRED TO BE SUBMITTED WITH THE STEP-ONE TECHNICAL PROPOSAL. BID BONDS ARE REQUIRED TO BE SUBMITTED WITH THE STEP-TWO SEALED BID.
