Description

The Contractor shall perform gardening services, including furnishing all labor, material,
equipment and services, for the U.S. Embassy Canberra Australia. The price listed below shall
include all labor, materials, insurance (see FAR 52.228-4), overhead, and profit. The
Government will pay the Contractor the fixed price per month for standard services that have
been satisfactorily performed.

After contract award and submission of acceptable insurance certificates, the Contracting Officer
shall issue a Notice to Award. The Notice to Award will establish a date (a minimum of ten (10)
days from date of contract award unless the Contractor agrees to an earlier date) on which
performance shall start.

The performance period of this contract is from the start date in the Notice to Award and
continues for 12 months, with 4, one-year options to renew and one six-month option, if
exercised by the Government. The initial period of performance includes any transition period
authorized under the contract.

Background
The U.S. Embassy in Canberra, Australia, is seeking a contractor to provide comprehensive gardening services for its properties. The goal of this contract is to maintain the aesthetic and functional quality of the embassy's landscape, which is essential for the representational responsibilities of the U.S. Mission.

Work Details
The Contractor shall perform gardening services including but not limited to: maintaining turf density at ≥95% coverage, ensuring grass height is maintained between 40-60 mm, keeping garden beds weed-free with specified mulch depth, and maintaining hardscape areas free of debris.

The Contractor must also manage all planning, administration, and management necessary to comply with contract standards and schedules. Specific tasks include weekly grass cutting, edging sidewalks and driveways, trimming around structures, bi-weekly weeding, turf repair as needed, and submitting monthly maintenance reports detailing performed tasks and upcoming schedules.

The Contractor must provide a trained horticulturist for technical guidance and develop an annual Grounds Maintenance Plan tailored to local conditions.

Period of Performance
The contract will commence on a date established in the Notice to Award following contract award and will last for 12 months with options for four one-year renewals and one six-month option.

Place of Performance
U.S. Embassy Compound & Residential Properties in Canberra, Australia.

Bidder Requirements
Bidders must demonstrate prior experience in similar gardening services within the last five years or provide international experience if applicable. Key personnel must include a fluent English-speaking Project Manager who is a qualified horticulturist with at least two years of relevant experience.

Bidders are required to submit evidence of their ability to provide necessary personnel, equipment, and financial resources for successful contract execution.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on prior award 19AS2024C0001, awarded to Miscellaneous Foreign Awardees for $113,549 (04/04/24–05/30/27) for “GARDENING SERVICES.” The scope described in the current requirement—routine lawn and bed maintenance, weeding, trimming, and ongoing grounds upkeep at U.S. Embassy Canberra properties—matches the type of recurring landscaping/gardening work reflected in that prior contract and is consistent with a continuation of similar services at the same mission location.
