Description

The Department of Veterans Affairs (VA) Network Contracting Office 5 (NCO 5) is issuing Request for Quotation (RFQ) 36C24525Q0114 for Urgent Emergency Male Shelter services in Baltimore, MD. Please see the attached solicitation. The resulting award will be for an Indefinite Delivery Indefinite Quantity (IDIQ) contract for one (1) base year and four (4) one-year options.
Background
The Department of Veterans Affairs (VA) Network Contracting Office 5 (NCO 5) is issuing Request for Quotation (RFQ) 36C24525Q0114 for Urgent Emergency Male Shelter services in Baltimore, MD. The VA is committed to eliminating homelessness among Veterans, supported by VA Central Office and the White House. The goal of this contract is to provide emergency residential placement and treatment services through the Healthcare for Homeless Veterans Program (HCHV), which aims to assist Veterans in exiting homelessness permanently.

Work Details
The Contractor shall provide homeless shelter beds for men as described in the Performance Work Statement (PWS). Key services include:

1. Providing a residential Contract Housing Program for homeless Veterans for 60 to 90 days, with extensions possible at the discretion of the HCHV Contract Housing Specialist.

2. Ensuring sleeping quarters are safe, clean, and meet VHA Mental Health Residential Treatment Program standards.

3. Providing room and board including three nutritionally adequate meals a day and snacks.

4. Offering laundry facilities for residents.

5. Maintaining a secured area for medications, with monitoring by contractor staff.

6. Delivering high-quality rehabilitation and treatment services addressing medical conditions, mental illness, addiction, or psychosocial deficits.

7. Conducting assessments within 24-72 hours of admission and establishing individual service plans that include goals and barriers.

8. Providing structured programs that support independent living skills and community reintegration.

Period of Performance
The period of performance is from March 1, 2025 through February 28, 2026, with four one-year options available thereafter.

Place of Performance
The contract will be performed in Baltimore City or Baltimore County, Maryland.
