The Department of Veterans Affairs (VA) Network Contracting Office 5 (NCO 5) intends to issue Request for Quotation (RFQ) 36C24525Q0096 for Urgent Emergency Female Shelter services in Baltimore, MD. Please see the attached solicitation. The resulting award will be for an Indefinite Delivery Indefinite Quantity (IDIQ) contract for one (1) base year and four (4) one-year options.
Background
The Department of Veterans Affairs (VA) Network Contracting Office 5 (NCO 5) is issuing a Request for Quotation (RFQ) for Urgent Emergency Female Shelter services in Baltimore, MD. This initiative is part of the VA's commitment to eliminate homelessness among Veterans, supported by the Healthcare for Homeless Veterans Program (HCHV).

The goal is to provide emergency residential placement and treatment services to assist homeless female Veterans, particularly those with co-occurring mental health and substance abuse issues.

Work Details
The contractor will provide emergency shelter services for homeless female Veterans, including:
1. Residential Contract Housing Program for 60 to 90 days, with possible extensions.
2. Safe and clean sleeping quarters meeting VHA standards.
3. Room and board including three nutritionally adequate meals daily and snacks.
4. Laundry facilities for residents.
5. Secure area for medication management, monitored by staff.
6. High-quality rehabilitation and treatment services addressing medical, mental health, addiction issues, and psychosocial deficits.
7. Assessment within 24-72 hours of admission covering history of homelessness and individual needs.
8. Discharge planning starting at admission with an attainable housing plan.
9. Individual service plans outlining goals and barriers.
10. Structured programs that support independent living skills.

Period of Performance
The contract period will begin on March 1, 2025, and end on February 28, 2026, with four one-year options available.

Place of Performance
The contract will be performed in Baltimore City or Baltimore County, Maryland.
