The Department of Veterans Affairs, Network Contracting Office (NCO) 21, has a requirement for Temporary Social Worker Staffing Services Mental Health. Contractor shall provide Temporary Social Worker Staffing Services Mental Health on an as needed basis to VA Northern California Health Care System in accordance with the performance work statement. The solicitation is set aside to SDVOSBs. The North American Industry Classification Systems (NAICS) is 561320, size standard $34M. Contractors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Carefully read FAR 52.212-1 Instructions to Offerors and VAAR 852.273-73 Evaluation - Health-Care Resources in order to respond to this RFQ. Failure to do so may eliminate your response from being considered for award. IAW FAR 16.504, the Government intends to award a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) Contract as a result of this solicitation. Background
The Department of Veterans Affairs, Network Contracting Office (NCO) 21, is seeking Temporary Social Worker Staffing Services for Mental Health to support the VA Northern California Health Care System. The goal of this contract is to provide supplemental social work services to eligible and pre-authorized beneficiaries, enhancing the mental health services provided by the VA.

Work Details
The contractor shall furnish personnel to provide Social Work Services on an as-needed basis for eligible and pre-authorized beneficiaries of the Department of Veterans Affairs Northern California Health Care System (VANCHCS). The services will include but are not limited to inpatient, outpatient, and outreach work for Veterans and their families.

Key responsibilities include:
- Providing direct care in areas such as Mental Health, Community Care, Medical Social Work, and Homeless Services.
- Conducting biopsychosocial assessments and developing treatment plans.
- Providing individual, family, and group psychotherapy for clients with serious medical and mental health issues.
- Ensuring compliance with the National Association of Social Workers (NASW) Code of Ethics and all relevant laws.
- Completing all VA credentialing processes.
- Maintaining comprehensive case documentation and monitoring client progress.

Period of Performance
The contract will be performed over a five-year period from October 1, 2024, to September 30, 2029. Each ordering period will last one year.

Place of Performance
Services will be performed at various locations within the VA Northern California Health Care System catchment area including Martinez Community Living Center, Stockton Outpatient Clinic, Sonora OPC, Modesto OPC, Sacramento/Mather Hospital and other designated locations.
