Description

Low Demand Safe Haven Residential Care services for the Northern Indiana Health Care System (NIHCS)
Background
The solicitation is for Low Demand Safe Haven Residential Care services for the Northern Indiana Health Care System (NIHCS). The Department of Veterans Affairs (VA) is seeking to engage a community provider to offer therapeutic, case management, and residential services through a Low Demand Safe Haven (LDSH) model as part of the Healthcare for Homeless Veterans (HCHV) program. The goal is to rapidly stabilize homeless, mentally ill Veterans with substance abuse disorders and/or serious medical problems by placing them in safe residential treatment and eventually transitioning them to appropriate housing within 180 days.

Work Details
The contractor is required to provide up to 25 beds for Low Demand Safe Haven services to homeless Veterans in the NIHCS catchment area. The contract will be a Firm Fixed Price, Indefinite Delivery, Indefinite Quantity (IDIQ) Contract with five one-year ordering periods. The contractor must be located within 20 miles of a VA Medical Center or Community Based Outpatient Clinic within NIHCS. The contractor shall provide emergency residential and treatment services through the LDSH model, ensuring safety and privacy for female veterans. The contract facility and associated onsite services are expected to pass inspection and become fully operational within 60 days of award. The period of performance is from September 27, 2023, through September 26, 2028.
