Background
The Department of Veterans Affairs (VA) is issuing this solicitation for Residential Services in Little Rock, Arkansas, as part of its Health Care for Homeless Veterans (HCHV) Program. The goal of this contract is to provide residential treatment services aimed at reducing veteran homelessness through the Contract Emergency Residential Services (CERS) component.

The Central Arkansas Veterans Healthcare System (CAVHS) has been involved in these programs since 1987 and aims to support veterans with substance use or co-occurring mental health disorders.

Work Details
The contractor will provide twenty (20) low-barrier CERS beds for homeless veterans with a primary diagnosis of substance use or co-occurring mental health disorders. Services include:
1. Evidence-based treatments, psychoeducation, and case management services aimed at stabilizing veterans and helping them secure permanent housing and employment.
2. Provision of three nutritional meals per day along with snacks.
3. Personal care items and laundry facilities.
4. 24-hour supervision by trained clinical staff.
5. Compliance with VHA Directive 1162.04 for administration and oversight of HCHV services.
6. Same-day access to services utilizing Evidence-Based Practice models such as Motivational Interviewing and Harm Reduction.
7. Collaborative case management with VA staff throughout the placement duration.

Period of Performance
The contract will be performed over multiple periods, starting from January 16, 2025, through January 15, 2030, with options for extensions in increments of one to six months.

Place of Performance
The services will be performed at the John L. McClellan Memorial Veterans’ Hospital located at 4300 West Seventh Street, Little Rock, AR 72205.
