This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, in conjunction with FAR Part 13.5, Simplified Acquisition Procedures for Certain Commercial Items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 2. The combined synopsis/solicitation number is 36C25625Q1381. 3. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-05 (eff. 08/07/2025) 4. This requirement is Total Small Business Set Aside. The North American Industry Classification System number is 624410 with a size standard of $9.5M.

Background
The Department of Veterans Affairs (VA), specifically the Office of Women’s Health (OWH) Veterans Childcare Assistance Program, is seeking to provide drop-in childcare services for veterans attending mental health or intensive healthcare appointments at VA facilities or Community Based Outpatient Clinics (CBOCs).

This contract aims to fulfill the requirements set forth by the Johnny Isakson and David P. Roe, M.D. Veterans Health Care and Benefits Improvement Act of 2020, particularly Section 5107(a), for the Overton Brooks VA Medical Center (OBVAMC) located in Shreveport, LA.

Work Details
The Contractor shall provide an hourly drop-in childcare service program for children aged six weeks to twelve years old, and up to eighteen years for children with special needs.

Services must align with outpatient clinic hours and include a minimum of three staff members: one Childcare Clerk and two Childcare Attendants. The Contractor must ensure that at least one attendant has experience caring for children with special needs when applicable.
