Description

Purpose: The purpose of the Notice is to announce that Network Contracting Office (NCO) 5, Washington, DC, intends to solicit proposals from contractors to provide services as part of its Health Care for Homeless Veterans (HCHV) program for Contracted Emergency Residential Services (CERS). Services will be for the Department of Veterans Affairs Washington DC Medical Center. Objective/Milestone: The goal of the HCHV program is to end homelessness amongst the Washington DC VA Medical Center Veteran population by enhancing current homeless service capacity. The intent of this contract is to engage a community provider to offer homeless Veterans services through the Contracted Emergency Residential Services program, enhanced by the services as defined in the Performance Work Statement. Services will be provided 24/7 to homeless Veterans. This contract is expected to house and serve homeless male and female Veterans in need of placement in a safe environment with onsite supportive services. The rapid stabilization of the Veterans in other appropriate transitional or permanent housing within 60 days, with no more than 180 days, without a planned reason for the extension, is an expected outcome of this Contract. The VA anticipates issuing a solicitation for this requirement on or about August 1, 2025, with a closing date for proposals on or about August 15, 2025. The solicitation will be available for download from SAM.gov. Interested contractors will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the SAM website so that they are notified of the issuance of the solicitation and any amendments. The Solicitation will be published under the NAICS Code 624221 with a small business size standard of $13.5M. Based on the Contracting Officers completed Market Research report IAW FAR Part 10, the procurement will be solicited as unrestrictive, full and open competition to meet the Governments needs for HCHV CERS services to house up to 24 Bed Days of Care (BDOC) per day, and not to exceed 35,040 BDOC for the life of the contract for the Washington DC area. Work Details
The contractor shall provide Community Emergency Residential Shelter (CERS) services to the Washington DC VA Medical Center. Services will include:
- Housing and serving up to 24 chronically street homeless Veterans in need of immediate placement in a safe environment with onsite supportive services.
- Rapid stabilization of Veterans into appropriate transitional or permanent housing within 30 to 60 days, with a maximum stay of 90 days without a formal extension request.
- Providing supportive services such as mental health stabilization, Substance Use Disorder treatment, independent living skills enhancement, vocational training, and employment services.
- Ensuring that facilities meet fire and safety codes and are compliant with the Americans with Disabilities Act (ADA).
- Conducting regular inspections and maintaining a safe environment for all residents.
- Providing therapeutic and rehabilitative services including daily structured groups and activities promoting social skills building and healthy lifestyles.

Period of Performance
The period of performance for this contract is expected to begin on September 1, 2025, and end on August 31, 2026, with options for three additional years.

Place of Performance
Services shall be provided within the county limits of Prince George’s County, Maryland, no more than a twenty-five (25) mile radius from the Washington DC VA Medical Center located at 50 Irving St NW, Washington, DC 20422.
