CONTINUATION PAGE SOLICITATION NUMBER 36C26124R0063 AMENDMENT 0001 Question 1: Subfactor 1A of the technical proposal states: Offerors are required to submit proof of recent experience and present expertise with the following treatment populations: Men and women Clients with serious mental illness Clients with serious mental illness and co-occurring substance abuse Veterans, including military and veterans culture and the treatment of PTSD. Clients who recently have been homeless or incarcerated Could you please advise on what forms of proof the VA is looking for? Answer 1: Websites, brochures or other information which provides documentation of services the agency has provided or is providing and a written description from agency on their process and approach in working with the above populations. If this is a new agency, then the agency philosophy, interventions, and plan on how they would work with and implement treatment strategies with the above populations. Question 2: Offerors are required to submit a description of the residential treatment elements. Will you please elaborate on "residential treatment elements?" Are these all of the items listed under B.3. Services to be provided (residential room and board; dietetic services; etc.)? Or something more specific? Answer 2: All residential treatment elements are outlined in all items in the complete performance work statement. Residential treatment elements are the elements that the agency uses to run the residential emergency facility in its day to day administrative and clinical tasks. B.3 is not the only area within the performance work statement that outlines what those expectations are. Each section within the performance work statement has specific criteria that would need to be met to meet contract requirements. Question 3: Does the facility need to be licensed by CDSS? (California Department of Social Services) Answer 3: The facility does not need to be licensed by the CDSS. Question 4: Does the facility need to be licensed by DHCS? (California Department of Health Care Services). Answer 4: The facility does not need to be licensed by the DHCS. Question 5: Is there a budget limit or percentage cap on the amount that can be subcontracted? Answer 5: Clause 52.219-14 Limitations of Subcontracting has been added to the solicitation. Question 6: Is there a minimum experience requirement for the contractor or subcontractors? Answer 6: Although specific qualifications are not specifically outlined under this contract, the expectation of this contract is that the Contractor shall assign personnel that by education, training, and when required certification or licensure, to be qualified to provide the Basic Services and Supplemental Services required by this PWS. The Contractor will employ sufficient personnel to carry out the policies, contract responsibilities, and the program for the facility . If the contractor or subcontractor working under this contract is unable to perform those duties the contract states, The VA reserves the right to refuse or revoke acceptance of key personnel if personal or professional conduct, or lack of required skills or experience, jeopardizes patient care or interferes with the regular and ordinary operation of the facility. Question 7: In the submission instructions, there is a 10-page limit noted within Factor 1 (Question i). Does that limit pertain to: Just question i under Factor 1 All of the Factor 1 technical proposal (including subfactors 1A-1D) or The entire proposal, including Factors 1-4? Answer 7: The 10-page limit pertains to Factor 1, section i only. Question 8: Are there other formatting requirements (fonts, margins, spacing) associated with any of the proposal sections? Answer 8: There are no formatting requirements. Question 9: Provide up to two past performance references to include contract number, period of performance and dollar amount of contract, services provided, location, point of contact (POC) name, email, phone number, and purchasing agency (or purchasing organization). Can this be a VA performance reference? Is there a preference for VA vs. non-VA references? Answer 9: There is no preference on VA vs non-VA. Reference just have to be relevant to services identified in the PWS.

Background
The Department of Veterans Affairs (VA) is seeking contractors to provide Emergency Shelter and Support Services for Homeless Veterans through its Health Care for Homeless Veterans (HCHV) program. The goal is to remove homeless Veterans from unsuitable living conditions and place them in community-based residential environments with supportive services, facilitating their recovery and improving their housing situations. This solicitation specifically targets contractors in Santa Clara County capable of providing co-ed emergency residential services.

Work Details
The contractor will provide all necessary labor, supervision, housing, materials, and supplies to deliver emergency residential treatment and supportive services. Key tasks include:

- Providing room and board 24/7 for up to 30 Veterans per day, including a single bed, personal linens, furnishings, and storage space for personal belongings.
- Offering at least three nutritious meals daily with dietary accommodations as needed.
- Ensuring laundry facilities are available free of charge at least once a week.
- Maintaining a minimum staffing ratio of one full-time case manager per 20 Veterans, with specific responsibilities including intake assessments, individualized care plans within 72 hours of admission, weekly structured case management sessions, and coordination with VA staff.
- Implementing a transparent admission process without requiring written applications or in-person interviews unless pre-approved by the VA Liaison.
- Providing ongoing care plan coordination with the VA Liaison every 60 days and ensuring compliance with all applicable laws regarding patient rights and reasonable accommodations.
