Background
The Department of Veterans Affairs (VA) is issuing this solicitation for the Health Care for Homeless Veterans (HCHV) program, aimed at providing emergency residential services to homeless veterans in Waianae, HI.
The goal of this contract is to ensure immediate placement in a safe environment with onsite support services for eligible veterans, thereby assisting them in stabilizing their situations and securing permanent housing.

Work Details
The contractor will provide emergency residential services including:
- A total of 6 beds per day for homeless veterans on a per diem basis, ensuring that the needs of veterans are met in accordance with the Performance Work Statement (PWS).
- Services must be available 24 hours a day, 7 days a week, including holidays.
- The contractor is responsible for case management services, ensuring each veteran has an assigned primary case manager.
- The site must be accessible by local public or contractor-provided transportation to VA facilities and community resources.
- The maximum number of veterans served at any one time will not exceed 6 unless authorized due to under-utilized funds.
- The duration of stay for each veteran is targeted to be no longer than 90 days unless an extension is authorized by the VA Liaison.
- Structured group activities must be provided at least twice a month to promote engagement and support among residents.

Period of Performance
The contract period spans from September 30, 2025, to September 29, 2030, with five ordering periods:

2. Ordering Period 2: September 30, 2026 - September 29, 2027
3. Ordering Period 3: September 30, 2027 - September 29, 2028
