All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government.

The applicable North American Industry Classification System (NAICS) Code is 624221, Temporary Shelter, and the small business size standard is $13.5 Million.

The Department of Veterans Affairs (VA) Network Contracting Office (NCO 21) is performing market research to determine if there are any vendors, regardless of business size, that can provide Health Care for Homeless Veterans (HCHV) Contract Emergency Residential Services (CERS) for the Veteran Affairs Palo Alto Health Care System (VAPAHCS) in Monterey and Santa Cruz Counties, as described below. A draft Performance Work Statement (PWS) is attached.

Background
The Department of Veterans Affairs (VA) Network Contracting Office (NCO 21) is conducting market research to identify vendors capable of providing Health Care for Homeless Veterans (HCHV) Contract Emergency Residential Services (CERS) for the Veteran Affairs Palo Alto Health Care System (VAPAHCS) in Monterey and Santa Cruz Counties.

This Sources Sought Announcement is preliminary and does not constitute a solicitation. The information gathered will assist the VA in decision-making regarding procurement strategies.

Work Details
The contractor will provide emergency residential services aimed at maximizing Veteran engagement while ensuring their rights and dignity are upheld. Key tasks include:
1. Establishing reasonable rules governing daily activities that promote safety, cleanliness, and dignity without punitive measures.
2. Ensuring that rules do not create barriers to service, with a focus on flexibility to accommodate Veterans' needs, including those with disabilities.
3. Managing referrals and admissions without requiring written applications or in-person interviews unless pre-approved by the VA Liaison. Admission determinations must occur within 24 hours of referral.
4. Maintaining a separate interest list for HCHV contracts and utilizing a transparent admission process compliant with State and Federal laws.
5. Providing verbal and written notifications regarding non-acceptance reasons to individuals upon request, excluding cases of bed unavailability.
6. Implementing formal appeal procedures for clients to contest unfavorable admission decisions.
