Background: The Department of Veterans Affairs (VA) is seeking a contractor to provide transitional housing and supportive services for homeless veterans in San Antonio, Texas. The goal of the contract is to provide housing, case management services, and rehabilitative services for veterans experiencing homelessness and/or chronic homelessness, including those diagnosed with severe mental illness and substance use disorders. The contract is authorized by 38 U.S.C. §8153-Sharing of Health-Care Resources and follows the VAAR 873 Simplified Acquisition Procedures for Health-Care Resources.

Details: The contractor shall provide housing, case management services, and rehabilitative services within the city of San Antonio for veterans experiencing homelessness and/or chronic homelessness. This includes veterans diagnosed with severe mental illness and substance use disorders. The estimated quantity is 41 beds per night, 365 days a year. The schedule of supplies and statement of work can be found on pages 6-27 of the solicitation document.

Period of Performance: The period of performance for the contract is as follows:

Base Year: January 1, 2024 to December 31, 2024
Option Year One: January 1, 2025 to December 31, 2025
Option Year Two: January 1, 2026 to December 31, 2026
Option Year Three: January 1, 2027 to December 31, 2027
Option Year Four: January 1, 2028 to December 31, 2028

Place of Performance: The contract will be performed within the city of San Antonio, Texas.
