Background
The Department of Veterans Affairs (VA) is issuing this solicitation for Temporary Shelter and Supportive Health Care for Homeless Veterans (HCHV) Services in El Paso, TX. The HCHV program aims to provide transitional housing and supportive services to homeless Veterans, facilitating their access to medical, mental health, and rehabilitative services. The goal is to engage homeless Veterans in treatment and place them in a safe environment that supports their rehabilitation goals.

Work Details
The contractor will provide transitional housing for up to 20 Veterans along with services consistent with HCHV objectives. Key tasks include:
- Providing emergency shelter placement within 10 days of contract award.
- Ensuring facilities meet Life Safety Code and local health codes.
- Offering 24/7 staffing and security, three meals per day, laundry facilities, hygiene products, and transportation for Veterans as needed.
- Maintaining separate bathroom facilities for men and women.
- Providing recreational activities and support for sobriety maintenance.
- Reporting on changes in Veteran status to VA personnel within specified timeframes.
- Ensuring compliance with infection control requirements and maintaining confidentiality of Veteran records.

Period of Performance
Base Year: October 1, 2025 - September 30, 2026; with options for four additional years.
