Background
The Southeast Louisiana Veterans Healthcare System (SLVHCS) is issuing a solicitation for community-based residential treatment and case management services for veterans suffering from substance use disorders (SUD) in New Orleans, LA.

The goal of this contract is to provide a safe and therapeutic environment for veterans enrolled in the SUD Program, many of whom may also be homeless. The contractor will be responsible for providing comprehensive care, treatment, and rehabilitative services to support the recovery goals of these veterans.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other necessary items to perform residential treatment and case management for veterans participating in the SLVHCS SUD Program.

Key tasks include:
1. Providing housing for 25 veterans with no more than 2 veterans per room to create a therapeutic community.
2. Maintaining an alcohol and drug-free environment with active affiliation to a 12 Step Program.
3. Overseeing personal hygiene maintenance and monitoring medication for residents.
4. Ensuring that all staff are qualified and licensed as required by state regulations.
5. Conducting ongoing clinical monitoring and chart reviews as part of quality control measures.
6. Reporting patient safety incidents within 24 hours to the appropriate authorities.

Period of Performance
The period of performance for this contract is from April 1, 2026, through March 31, 2031, with specific ordering periods defined within this timeframe.
