Background
The Central Arkansas Veterans Healthcare System (CAVHS) is issuing a requirement for Residential Housing for Health Care for Homeless Veterans (HCHV) Program, specifically Contract Emergency Residential Services (CERS) in the Little Rock, AR catchment area.

This initiative aims to reduce Veteran homelessness by providing low-barrier services to Veterans with a history of sexual offenses who require mental health and substance abuse treatment along with room and board.

Work Details
The contractor will provide ten (10) low-barrier CERS beds for Veterans experiencing homelessness who are required by Arkansas State Law to register as Level I or Level II sex offenders.

Services include:
- Immediate initiation of services upon referral from the HCHV Program.
- Accessibility to VA medical specialty care, transportation assistance, nutritious meals, laundry services, and common areas for socialization and recreational activities.
- Evidence-based treatments, psychoeducation, and case management aimed at helping Veterans secure employment or disability income for permanent housing placement.
- 24-hour supervision by trained staff.
- Collaboration with HCHV staff to address clinical needs. The contractor must have at least two years of experience working with Arkansas Community Corrections and employ a clinical provider with relevant continuing education in treating adults with a prior history of sexual offenses.

Period of Performance
The contract period of performance is from October 1, 2025, through September 30, 2030.

Place of Performance
The contract will be performed within ten miles of the CAVHS located at 4300 West 7th Street, Little Rock, AR 72205.
