Background
The U.S. Department of Veterans Affairs (VA) is seeking a Contractor to assist with the provision of emergency residential placement through the Health Care for Homeless Veterans (HCHV) program. This contract aims to serve homeless Veterans in need of immediate placement in a safe environment, addressing co-morbid conditions such as serious mental illnesses, substance abuse disorders, and other serious medical conditions.

The goal is to rapidly stabilize these Veterans' issues and transition them into appropriate housing within 60 days. This initiative represents one of VA’s significant efforts to end homelessness among Veterans.

Work Details
The Contractor shall provide transitional housing for up to 13 beds per day along with services consistent with HCHV requirements. Services include rapid stabilizing care for Veterans' medical, mental health, substance abuse, and psychosocial problems.

The facility must meet criteria established by HCHV clinical staff and VA fire and safety officials. Contractors must ensure compliance with all performance standards outlined in the Performance Work Statement (PWS), which includes monitoring by the VA's designated representative (COR). Eligible Veterans must be determined homeless or at imminent risk of homelessness by the AVAHCS HCHV program and assessed to have serious conditions that make them vulnerable in general population shelters.

Period of Performance
The period of performance for this contract will be for a Base Year plus four (4) Option Years.

Place of Performance
Performance will occur at the Contractor’s location within the Amarillo VA Health Care System catchment area.
