Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on prior HCHV emergency residential and case management services on Oahu under award 36C26124D0048, awarded to IHS, The Institute For Human Services (value $598,701; 04/01/24–03/31/29). That prior work provided VA-eligible homeless or imminently homeless Veterans with emergency residential beds, meals, and case management with the goal of transitioning to permanent housing, which aligns closely with the current requirement for 5-bed transitional/emergency housing on Oahu with 24/7 staffing, daily meals/snacks, transportation, and individualized case management.
