Background
The Department of Veterans Affairs Pacific Islands Health Care System (VAPIHCS) is seeking offers for Contracted Residential Services (CRS) Emergency Housing on Oahu, Hawaii, as part of the Health Care for Homeless Veterans (HCHV) program. The contract aims to provide transitional housing, meals, and case management services to homeless Veterans and their families in a community-based residential facility. This initiative aligns with the national priority established by the VA Secretary to end homelessness among Veterans.

Work Details
The contractor will provide transitional housing with 5 beds for male and/or female Veterans, 24/7 staffing, three nutritious meals and at least one snack daily, laundry facilities, transportation to appointments, and individualized case management support aimed at achieving permanent housing placement. - Provision of safe and secure housing with necessary furnishings and personal storage.
- Daily availability of nutritious meals accommodating dietary needs.
- On-site staff available 24/7 for safety and support.
- Transportation services for medical appointments and community resources.

The period of performance is from August 1, 2026, to July 31, 2031, with specific ordering periods outlined as follows:
Ordering Period 1: August 1, 2026 - July 31, 2027;
Ordering Period 2: August 1, 2027 - July 31, 2028;
Ordering Period 3: August 1, 2028 - July 31, 2029;
Ordering Period 4: August 1, 2029 - July 31, 2030;
Ordering Period 5: August 1, 2030 - July 31, 2031.

Bidder Requirements
Bidders must demonstrate experience in providing services to homeless individuals or veterans. Key personnel must have relevant training or experience working with homeless populations or veterans with mental health or substance abuse issues. The contractor must ensure that all staff undergo background checks prior to employment and maintain appropriate certifications such as CPR. Additionally, contractors must submit a Quality Control Business Plan and a detailed staffing plan that identifies key personnel.
