Questions and Answers The following are answers to additional questions received in response to RFP 36C26223R0021 for HUDVASH Housing Placement Case Management for VA Greater Los Angeles Healthcare System (VAGLAHS). In the INSTRUCTION TO OFFERORS PROPOSAL SUBMISSION E.2.1.c, is this referencing the 2 price worksheets? Yes. Refers to Schedule of Service and Price provided in section B.2 and Price Worksheet in Attachment D.2. Background
The U.S. Department of Veterans Affairs (VA) requires a contractor to provide housing placement, case management, and supportive services for Veterans who would benefit from these services due to the complexity and acuity of their needs. The services will be in support of the U.S. Housing and Urban Development (HUD) - Veterans Affairs Supportive Housing (HUD-VASH) program, which is a collaborative partnership intended to place and maintain homeless Veterans in permanent, community-based housing using HUD Section 8 Housing Choice Vouchers that are paired with ongoing case management and supportive services. The target population for this contract includes chronically homeless Veterans who demonstrate the most need/vulnerability and may often have severe mental health, medical, and/or substance use disorders (SUD) issues.

Work Details
The Contractor shall provide outreach, housing placement, case management, and supportive services to Veteran beneficiaries of diverse backgrounds. The Contractor shall submit all deliverables to the VA’s Representative or VA Contract Liaison(s) designee for evaluation. The Contractor shall provide housing placement services to support Veterans in securing permanent housing in the community and provide supportive services such as resident town hall, recovery groups, recreational activities, life skills group, substance abuse groups, bringing in community resources (e.g., legal, financial), Peer support groups, religious/church services and/or employment services/opportunities. Additionally, the Contractor shall provide case management services 24 hours per day, 365 days per year.

Period of Performance
The contract period of performance for this Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract is five (5) years from June 1, 2023 through May 31, 2028.

The geographic location(s) where the contract will be performed includes Kern, Los Angeles, San Luis Obispo, Santa Barbara, and Ventura counties within the VA Greater Los Angeles Healthcare System (VAGLAHS) catchment area.
