Background
The U.S. Department of Veterans Affairs (VA) is issuing this solicitation for the Health Care for Homeless Veterans (HCHV) program to provide emergency residential placement services in Big Spring, Texas. The program aims to assist homeless veterans by providing immediate placement in a safe environment, addressing their medical, mental health, and psychosocial needs.

This initiative is part of VA's broader mission to end homelessness among veterans, which includes rapid stabilization of their conditions and facilitating transitions to permanent housing.

Work Details
The contractor shall provide emergency residential placement health care for the HCHV program, specifically targeting homeless veterans with serious mental illnesses, substance abuse disorders, and other medical conditions. Key tasks include:
- Rapidly stabilizing veterans' conditions to transition them into appropriate housing within 60 days.
- Ensuring facilities meet fire and safety codes as well as ADA requirements for accessibility.
- Providing a minimum of four beds per day for veterans.
- Conducting monthly safety checks on provided Automated External Defibrillators (AEDs) and ensuring staff are trained in their use.
- Reporting any incidents involving veterans within 24 hours and completing written reports within 48 hours.
- Complying with all inspection criteria set forth by the VA, including passing initial and annual inspections of the facility.

Period of Performance
Base Year: June 1, 2025 – May 31, 2026;
Option Year One: June 1, 2026 – May 31, 2027;
Option Year Two: June 1, 2027 – May 31, 2028;
Option Year Three: June 1, 2028 – May 31, 2029;
Option Year Four: June 1, 2029 – May 31, 2030.
