Background
The Department of Veterans Affairs (VA) is seeking a contractor to provide emergency residential housing and case management services to homeless Veterans as part of the Community Based Health Care for Homeless Veterans (HCHV) program. Work Details

Services include mental health stabilization, substance use disorder (SUD) treatment, independent living skills enhancement, vocational training, and employment services. Lengths of stay typically range from 30 to 90 days with possible extensions based on clinical need.

2. **Low Demand Safe Havens (LDSH)**: These are 24-hour staffed transitional residences designed for chronically homeless Veterans with mental illness or SUD who may not fit into traditional treatment programs. Lengths of stay in LDSH programs typically range from 4 to 6 months with options for extension based on clinical need.

The contractor must ensure compliance with all applicable federal laws, regulations, and VA policies while providing these services.

Period of Performance
The contract will be performed over a specified period that includes initial setup and ongoing service delivery, typically ranging from several months to multiple years depending on the needs of the program and the population served.
