This is a solicitation for a Multi Award Contract for Emergency Contracted Residential Services in Central Western Massachusetts for Homeless Veterans. The purpose of this solicitation is for interested vendors to provide quotes that could lead multiple awards, to allow the Northampton VA Medical Center to provide Emergency Contracted Residential Services in Central Western Massachusetts for Homeless Veterans. The duration of the Multi Award Contract will be a base year plus four option years to be exercised at the discretion of the government. Any technical questions will be sent via email to carissa.sarazin@va.gov.

All interested companies shall provide quotations for any of the following:

  • 10 Emergency Beds with a priority, but not limited to for Central Massachusetts locations, providing services in Worcester County
  • 10 Emergency Beds in Central Massachusetts, Worcester County
  • 15 Emergency Beds in Central Massachusetts, Worcester County

Quotes for each location are not required. Quotes for single locations are acceptable. Additionally, if you can not provide the requested number of beds please state in your quote how many you can provide.

Background
The Northampton VA Medical Center is seeking to establish a Multi Award Contract for Emergency Contracted Residential Services aimed at assisting homeless veterans in Central Western Massachusetts. The goal of this contract is to provide emergency housing solutions, particularly focusing on Worcester County, to support the mission of the VA in addressing veteran homelessness.

Work Details
The contractor will be responsible for providing emergency beds as follows:

- 10 Emergency Beds with priority for Central Massachusetts locations, specifically in Worcester County.
- 10 Emergency Beds in Central Massachusetts, Worcester County.
- 15 Emergency Beds in Central Massachusetts, Worcester County.

The contractor must submit a Quality Control Business Plan and a detailed Staffing and Service Plan that includes key personnel information, training requirements, and contingency plans. Monthly invoices will be based on the daily rate multiplied by the number of beds occupied by veterans. A quarterly performance report detailing the number of veterans served, occupancy rates, and discharge statistics will also be required. Additional deliverables include documentation of supportive services, individual service/treatment plans within three days of enrollment, critical incident reports within 24 business hours, and exit forms within 48 business hours of veteran discharge.

Period of Performance
The contract will have a base year plus four option years, allowing for continued service based on government discretion.
