In an effort to pay it forward and be strategic about budgeting, hosting interns has been a viable option in other contracts. Can language be added to allow for interns? Here's the language from the VASH Contract. Can a contract like this allow for something similar, but with less cases (i.e., 5 veterans instead of 10)? 5.22. The Contractor shall supplement their case management staff with Master s-level Social Work interns registered with the Contractor upon completion of the appropriate documentation in accordance with the intern s learning plan. The Contractor's clinical supervisors shall oversee all interns. All interns shall have their clinical supervisors as their additional signer on all progress notes authored by the intern. Interns shall follow the same onboarding procedures as other non-licensed personnel assigned to this contract. To ensure the provision of quality veteran care and appropriate clinical oversight, all interns shall be supervised by independently licensed clinicians. Interns shall be held to the same professional standards as lead case managers; however, their individual caseloads shall not exceed ten (10) veterans. The roles of interns and lead case managers are mutually exclusive. Interns shall not be counted toward or serve as replacements for lead case management staff. Although we believe in the benefit of and welcome having interns, the THP (Transitional Housing Program) contracts cannot support having interns function as contract CM staff in the event of departure or long-term absence. We welcome Contractor s having interns but it would be as a supplement not as a replacement. Additionally It must be understood, interns and CM are mutually exclusive and therefore an intern s function is for learning/education not as a replacement for staffing needs. Lastly, their work would be required to be reviewed and evaluated by the contractor s Clinical Supervisor, that have their independent licensure. With the understanding that a rate increase is not guaranteed, what is the window of time if/when the contractor is able to request a rate increase each year following the base year? Contractors are encouraged to review the U.S. Department of Labor Wage Determination rate updates and request increases accordingly. To what extent is there space in the Administrative building or elsewhere on campus for two refrigerators (for medicine and beverages) and storage for linens and hygiene items? In both administrative trailers, there are storage rooms that can be used by the Contractor at their discretion, there are also two (2) smaller sheds outside the compound that can be used at their discretion, not previously mentioned. To what extent is the campus secure including fencing and dedicated entrances? The ABH compound is fenced in with gated entry. The ABH compound is separated into two sections. One section consists of tent A & tent B, and two (2) hygiene trailers. The other section contains two (2) administrative trailers. Each section is separated by a gate. There are two (2) gates to enter/exit section one of the ABH compound on the south and west side. However, the main gate in the front of the ABH compound located on the south side shall be used to gain entry by staff, veterans, and visitors for security and movement purposes. West side entrance shall be used for vendors. The two (2) sheds are located just outside the ABH compound on the west side, which are not gated.

Background
The Department of Veterans Affairs (VA) is issuing this solicitation for Contracted Emergency Residential Services (CERS) to provide emergency transitional housing for homeless male veterans. The goal of this contract is to establish a 64-bed tent facility known as 'ABH' located at the VA Greater Los Angeles Healthcare System, specifically on the West Los Angeles Campus. This initiative aims to support the VA's mission of providing care and assistance to veterans in need.
Work Details
Contractors shall provide emergency residential services to up to 64 homeless male veterans. The services include:
- Establishing and maintaining a safe and supportive environment for veterans in need of transitional housing.
- Providing case management and onsite services tailored to the needs of veterans.
- Ensuring compliance with health and safety standards, including inspections by a multidisciplinary team from VAGLAHS.
- Conducting regular inspections and addressing any deficiencies identified during these evaluations.
- Reporting any negative incidents involving veterans within 24 hours, including completing necessary incident reports.
- Participating in post-award meetings and being fully operational within 30 to 90 days post-award, as validated by VAGLAHS inspections.
Period of Performance
The contract will be performed over a period starting from the date of award, with full operational capability required between 30 to 90 days following the post-award kick-off meeting or its waiver.
Place of Performance
The services will be performed at the VA Greater Los Angeles Healthcare System located at 11301 Wilshire Blvd, Los Angeles, CA 90073, specifically within the SPA 5 catchment area on the West Los Angeles Campus.
